The State Efficiency Report
Means to a Legacy of Administrative Excellence
In 2017 Wyoming legislators approved the State Efficiency Report bill. The Wyoming Spending and Efficiency Commission, chaired by Senator Drew Perkins, awarded the contract, and in October a team of former CEO’s and CFO’s from Alvarez & Marsal submitted this draft report. So it was that Wyoming’s legislative branch supported Wyoming’s executive branch to create a legacy of administrative excellence.
The State Efficiency Report will again come before legislators in 2018 Session. The report suggests an additional one-time appropriation to provide Governor Mead and his successor with expertise, suggestions and information for achieving executive branch excellence. Even a casual reading of findings shows Wyoming’s serious need for modernization.
The report suggests that a one-time appropriation of about $13MM could yield savings of $112MM [think investing $10 for a $70 return] or a one-time $18MM appropriation could yield savings of $228MM [think investing $10 for a $120 return]. In the hands of a capable governor, the greater appropriation would be the best investment.
Efficient governments can provide better services for less expense.
