Jarratt is the project manager for the Center for Transforming Education at the Heartland Institute. The Heartland Institute has been providing resources on issues like school choice since 1984. The Heartland Institute is one of the nation's most influential think tanks, producing very well regarded articles and policy measures conservative people have come to rely on.
Jarratt's particular areas of expertise mesh well with Wyoming Liberty's focus on transparency and school choice. He has worked for years to help make sure that local school boards are open and transparent, held accountable for how they operate and spend money. Through this work he has uncovered contracts that were improperly assigned without being bid out, costing the taxpayers money.
