Mandy Ludtke is the President and CEO of the Wyoming Liberty Group, where she carries forward the organization’s mission to advance free markets, individual liberty, and limited government in Wyoming. Having been part of WyLiberty for more than a decade, she brings both continuity and fresh perspective to her leadership, ensuring the organization remains a thoughtful and trusted voice in the state’s policy conversation.

A Wyoming native with deep ties to the state’s people and culture, Mandy is known for her ability to connect complex policy issues with the everyday concerns of Wyoming families. Her approach emphasizes common sense, practical solutions, and keeping Wyomingites—not government—at the center of decision-making.

With extensive experience in leadership, communications, and strategy, Mandy has built strong relationships across Wyoming’s civic and policy landscape. She is committed to guiding WyLiberty with integrity, fostering dialogue, and strengthening the organization’s role as a champion for freedom in Wyoming.

Outside of her work, Mandy enjoys Wyoming’s open spaces with her family, finding inspiration in the land and lifestyle that make the state unique.

***Policy Analyst***

David joined Wyoming Liberty Group in January 2025 after working for seven years at two New England think tanks, with a focus on energy issues. He has a B.A. in Economics from Hillsdale College and is an alum of the Young Voices and Charles Koch Institute public policy programs. He relishes playing tennis, board games and listening to live music of any genre.

A devoted husband and proud father of four, Tyler serves as the Executive Assistant at the Wyoming Liberty Group, where he supports the mission to advance liberty and good governance in the Cowboy State. He recently earned his MBA and is passionate about personal growth, public policy, and preserving the values that make Wyoming special. Tyler also cherishes the outdoors and the quiet, grounded lifestyle the state offers — and he is committed to serving the people and communities that call it home.

Growing up in a rural agricultural community, she developed an early interest in government and rural development. After graduation, she plans to pursue a career in agricultural policy, advocating for landowners, sustainable practices and rural freedoms.
